“We have followed the principles that we keep control measures only for as long as is actually necessary and we make mitigations on the basis of scientific grounds,” said Prime Minister Kaja Kallas. “Today, the scientific council assessed that the risk of spreading the virus outdoors is significantly lower. Therefore, we agreed with the government today that the COVID certificate will no longer be required for outdoor events from 14 February. Still, I ask everyone to continue to be careful outside, follow the social distancing requirements, and, if possible, wear a mask, because the omicron strain is extremely contagious.”
The abolition of the COVID certificate requirement for outdoor activities and events took into account the lower risk of transmitting the coronavirus outdoors. Studies show that less than 10 per cent of infections can be attributed to outdoor events.
For outdoor events, instead of requiring the COVID certificate, the risk of spreading the virus can be reduced in other ways. Outdoor event organisers must avoid crowding, take into account the number of spectators or participants and the time people spend close to each other, and ensure their distancing during crowded events. In addition, masks are recommended.
The abolition of the COVID certificate requirement for outdoor events is supported by both the Health Board and the scientific council.
The government adopted the decision in principle today. The exact conditions under which outdoor activities and events may be carried out without requiring the COVID certificate will be specified by government order on Thursday.
