The “Estonia 2035” development strategy sets out strategic goals for the state and people of Estonia for the next fifteen years, and determines the changes necessary for achieving them. The strategy was agreed upon through joint discussions, analyses, workshops and opinion gathering between non-governmental partners, experts, researchers, politicians, entrepreneurs, officials and many other stakeholders. Almost 17,000 people from all over Estonia have contributed to the completion of “Estonia 2035” as a part of co-creation in 2018–2020. Out of these, 13,903 participated via internet or public libraries in the opinion gathering determining the values on the basis of which strategic goals have been formulated.
