The Government Office is heading the preparation of the coping and exit strategy of the COVID-19 crisis

Tallinn, Stenbock House, 6 April 2020 – The presentation of the first draft of the coping and exit plan of the COVID-19 crisis prepared under the leadership of the Government Office to the government committee is planned to take place on 14 April.

The planning group developing the plan was established on 27 March and is in charge of coordinating the implementation of and updates to the plan in addition to preparing it. The strategy is constantly supplemented and is based on the latest statistics and the impact of the previously implemented measures.

The strategy also includes a management table for monitoring the effects of the spread of the virus and planning activities, helping to make informed decisions and supporting long-term strategic choices.

The exit strategy has four objectives. For each objective, the most important lines of operation are highlighted:

  1. Ensuring the physical and mental health of people: slowing down the spread of the virus and mitigating its impact on the health care system both the short- and long-term perspective, as well as supporting the mental health of the population during and after the crisis. The COVID-19 Science Council will also contribute to the achievement of these objectives;
  2. Ensuring the subsistence of people and the return to regular life: reducing the impact of the emergency restrictions on people’s daily subsistence. Among other things, declining incomes, unemployment, and education issues will be addressed;
  3. Supporting the survival of businesses and their continued competitiveness: reducing the impact of restrictions on the competitiveness of businesses and the economy;
  4. Ensuring the functioning of the state: ensuring the supply of vital goods, the provision of services, and compliance with the emergency restrictions as well as preventing the tensions in the society from erupting into conflicts.


The planning group is headed by Henry Kattago, the Strategy Director of the Government Office, and includes representatives of the Ministry of Social Affairs, the Ministry of Education and Research, the Ministry of Economic Affairs and Communications, the Ministry of the Interior, and Statistics Estonia in addition to the employees of the Government Office. In the performance of its tasks, the planning group will ask for input and involve other relevant ministries, organisations, or private persons.

The first draft of the plan will be published in mid-April, after it has been presented to the government committee.
