The “Estonia 2035” development strategy sets out strategic goals for the state and people of Estonia for the next fifteen years, and determines the changes necessary for achieving them. The strategy was agreed upon through joint discussions, analyses, workshops and opinion gathering between non-governmental partners, experts, researchers, politicians, entrepreneurs, officials and many other stakeholders. Almost 17,000 people from all over Estonia have contributed to the completion of “Estonia 2035” as a part of co-creation in 2018–2020. Out of these, 13,903 participated via internet or public libraries in the opinion gathering determining the values on the basis of which strategic goals have been formulated.

The implementation process of the long-term development strategy of the State, ‘Estonia 2035’, prescribes that once per year, in May, a consultation with the public shall be held, with a different focus and format every year. This year, the Government Office is organising an opinion journey for young people. The event is organised in cooperation with the Ministry of the Environment, the Education and Youth Board (HARNO), the Estonian Teachers’ Association, the Estonian History and Civics Teachers Association, the Estonian National Youth Council, the Youth Climate Council, and others. The activities are funded from measure 12.2 ‘Developing the Quality of Policy-making’ of the priority axis 12 ‘Administrative Capability’ of the Operational Programme for Cohesion Policy Funding 2014–2020.

‘Estonia 2035’ opinion journey for young people

The aim is to obtain an understanding of how young people view life in Estonia today, and how they wish to experience it in the coming years, while providing them with an opportunity to have a say in key issues in the long-term development strategy of Estonia. The solution is also an opportunity for schools to diversify learning, and a means of support for teachers to discuss issues concerning the organisation of society with young people. The main target group is pupils from grade 7 and up, but anyone can go on the opinion quest.
The opinion quest entwines individual and collective activities. In May anyone on a computer can play through a journey, where every decision made will lead to a future that is a bit different. This journey can be passed with several different characters and multiple times to see which decisions, specifically, determine whether we reach the desired future. At the end of the journey, one can write down what is the first thing that Estonia should do to ensure that we would continue to enjoy a safe and high-quality living environment that considers everyone’s needs in the future. After that, teachers can share with the class in the course of a lesson, or young people can share between themselves, what their experience of going through the journey was like, and cooperatively choose proposals to be sent to the Government Office. Guidance materials helping to conduct this discussion will be prepared. In addition, a briefing will be organised to introduce the whole endeavour and the school lesson methodology.
The ideas submitted from discussions will be analysed under the leadership of the Government Office with the officials and experts responsible for the topic, and a selection of the ideas will be submitted for opinion gathering. The ideas submitted by young people and the results of opinion gathering will be introduced to the public and the decision makers.
