Changing the Government of the Republic of Estonia

Upon the convention of a new membership of the Riigikogu, the current government must resign. They are authorised to continue their activities until the new government assumes office.

The President of the Republic nominates a new candidate for prime minister and gives him or her the task of forming the new government.

The candidate for prime minister will present a report to the Riigikogu regarding the principles upon which he or she proposes to form the new government. Then, the Riigikogu decides whether to authorise the candidate for prime minister to form the new government. If the candidate for prime minister does not receive the support of the Riigikogu, then the President is entitled to nominate another candidate within seven days.

When a candidate for prime minister is authorised by the Riigikogu, he or she will present a list of members of the government for the President to appoint.

The new government assumes office by taking the oath of office before the Riigikogu.
